Public Outreach Consultant for Construction of Clearwater Tunnel

In March 2017, the Sanitation Districts released a Request for Proposals (RFP) for consulting services in support of renewed public outreach efforts from now through completion of tunnel construction.

Prequalification for Construction Contractor

The Sanitation Districts completed a prequalification process for potential contractors for the Clearwater Tunnel Project. Eight firms passed the pre-qualification process.

In January 2017, the Sanitation Districts released a Request for Qualifications (RFQ) for construction management services in support of the Clearwater Tunnel Project.

Cathodic Protection of Existing Ocean Outfalls

As recommended by the Clearwater Program Master Facilities Plan and Environmental Impact Report/Environmental Impact Statement, the Sanitation Districts added cathodic protection on existing ocean outfall pipelines off White Point. The project was completed in December 2015 and accepted by the Board in February 2016. 2013 AAEES National Planning Award

The Clearwater Program won the Grand Prize in the Planning Category of the 2013 Excellence in Environmental Engineering and Science Competition. Awarded by the American Academy of Environmental Engineers and Scientists (AAEES), the project was recognized for excellence in the Planning Category which included facilities planning, preliminary engineering, and public outreach. Board of Directors approve Clearwater Program

Sanitation Districts’ Board of Directors certified the Clearwater Program Final Environmental Impact Report and adopted the Final Master Facilities Plan on November 28, 2012. Project proceeds into design phase.

Overview of the Clearwater Program

The Clearwater Program was a comprehensive planning effort undertaken by the Sanitation Districts. Its purpose was to develop a long-range Master Facilities Plan (MFP) for the Joint Outfall System (JOS), a regional wastewater management system serving 5 million people in 73 cities and unincorporated county areas, including portions of the city of Los Angeles.

The Clearwater Program MFP evaluates infrastructure and facilities through the year 2050 and makes recommendations on how to maintain a reliable and cost-effective wastewater management system while increasing the use of recycled water, a valuable resource.

The MFP identified the need for a new onshore tunnel to convey treated wastewater effluent from the Sanitation Districts' Joint Water Pollution Control Plant in Carson to the ocean. A new tunnel will allow for the inspection and any necessary repairs of two existing effluent tunnels. The existing tunnels are nearly 60 and 80 years old and have not been inspected in over 50 years because both tunnels are needed to handle daily flows.

After evaluating over 50 potential project alignments, four feasible alignments were identified. The Sanitation Districts and the U.S. Army Corps of Engineers (Corps) analyzed the potential environmental impacts of the four alternatives in a joint Environmental Impact Report/Environmental Impact Statement (EIR/EIS).

The draft EIR/EIS and draft MFP were released for public review in early February 2012. Three public hearings were conducted in early March. The public review period closed on April 10, 2012. Based on environmental considerations, public feedback, constructability, and cost, Alternative 4—consisting of a new 18-foot diameter, 7-mile long onshore tunnel only (no new ocean outfall)—was the
recommended project.

The Clearwater Program MFP and its associated EIR/EIS were finalized and can be found at the links below. The recommended alternative is Alternative 4 (the same as in the draft MFP and draft EIR/EIS).

Public Meeting

Sanitation District No. 2 Board of Directors certified the final EIR and approved the final MFP, including the recommended project, on November 28, 2012.

Subsequent Steps

Since the project was approved in 2012, efforts have been focused on geotechnical investigations, design of the project, and obtaining necessary permits and rights-of-way.
